Note for Horsemen:
Following are some notes regarding recent meetings of the Horsemen and of the New Mexico Racing Commission:
The NMHA voted in new officers for the upcoming year. Chairman is Gary Clements, Vice Chairman is Wayne Noel and Secretary Treasurer is Ron Applegate. Good luck to all the new officers and thanks to Terry Walker and Weldon Jenkins for their service as NMHA officers over the last 3 years. An updated list of Board Members with their addresses and phone numbers is attached.
NMRC meeting of July 21, 2010
The NMRC met in regular session, Wednesday, July 21, 2010. The following was done:
1. Approved the incoming simulcast signals for August 2010 for Ruidoso, ZIA, Sunray, Sunland and the DAA.
2. Approved the track racing officials, the stewards, state vet and auditors for the DAA. Oscar Herrera will be the new barn security person at the DAA. Dr. England was appointed State Vet and the stewards are slated to be Bobby Allison, Linda Salinas and Randy Blasic. Richard Lidberg will fill in for Mr. Blasic during the first 2 weeks of the DAA race meet which starts on August 14.
3. Approved the track race officials for ZIA Park.
4. Approved rule to require all licensees (pony persons, trainers, gate crew etc. ) that go up on the race track surface during either the races or during training hours to wear approved head gear and a flack jacket. We will be posting information where this equipment can be bought (hopefully at a discount) in next day or so. There will be no requirement of wearing a helmet or flack jacket off the racing surface. RULE GOES INTO EFFECT ON AUGUST 14, 2010. This rule should promote safety and have a positive effect regarding the on track liability insurance premiums of which the Horsemen pay ½.
5. Established a Committee including track management, Horsemen, Breeders and Racing Commission to discuss race days for2010. Horsemen will appoint their own reps. First meeting will be held on Monday, August 16, 2010 after regular NMRC meeting ends. Meeting to be held at DAA. Contact your local track committee or Pat Bingham at the NMHA office (505.266.7056) if you have questions or have an interest to be on the committee.
6. The Horsemen brought up the extreme need to replace the walker electrical outlets that were taken out at DAA by the State Fair due to EPA complaint about standing water and other concerns. Mr. Cook from the DAA and Expo New Mexico management have agreed to work on replacing the outlets as soon as possible. The NMHA will follow this matter closely to ensure that electricity is available for all walkers before the Horsemen move in.
7. Racing at Raton. NMRC postponed hearing on the Raton license pending the appointment of anon-Commission hearing officer. The hearing officer is to be appointed within 20 days. This development will significantly delay any action regarding Raton for some time. See attached article for more info.
8.. NMRC reduce the penalty issued to Pat Valenzuela for his actions during jockey strike at Sunray from a15 day suspension/$1,500 fine to a 1 day suspension, $400.00 fine.
9. RATIFIED THE USE OF AMICAR (amino caprioic acid) AS AN ADJUNCT BLEEDER MED TO BE USED ONLY IN CONJUNCTION WITH LASIX. SEE YOUR VET FOR DETAILS.EFFECTIVE IMMEDIATELY.
10. Created a policy that would allow a bucket and a sponge (no mouth washing syringes) in the saddling paddock. To start ASAP. Official date will be noticed on the overnight. Please read your overnights for further information.
At the NMRC Rules Committee held on July 20 the Committee decided to:
Recommend a rule that would allow for out of competition drug testing of all horses whose papers are in theracing office of a track that is running.
Recommended passage of a rule where an updated version of a cushioned crop would used for all TB races only. Tbs racing in QH races (measured in yards) would use the same crop at the QH and would not be affected by the rule.
Recommended passage of a pilot program to perform necropsies on up to 30 horses over the next several months that die as a result of racing. Both reasonable suspicion standards and random selection methods will beused to select horses that will undergo the procedure. Program to start at the DAA. Necropsy would be done the NM State Veterinarian (not a NMRC vet). In California all horses that die at a track are necropsied by the state to determine cause of death. Many other states do this as well.
NEWS FLASH: According to Surebet the hearing officers assigned to the Stolis Winner case have recommended that charges against the connections of Stolis Winner be dropped. See attached article from Surebet.
State Fire Marshalls visited all tracks over the past several weeks. NO COOKING WHATSOEVER will be allowed in the tack rooms at any track.
Jock Mount Increase: The NMHA Board extended a jock mount increase offer to the jockeys. The offer was rejected. See attached for further details.

The NMHA held an all Committee meeting in Albuquerque on July 20, 2010. A good number of Horsemen attended. Ex-Representative John Sanchez, GOP candidate for Lt. Governor spoke on behalf of Governor Candidate Susana Martinez and himself. Mr. Sanchez made himself available for questions after he completed his comments. The Honorable Diane Denish, Lt. Governor of NM, and candidate for Governor also appeared at the event. She also made herself available for questions by the Horsemen that were present at the meeting. Our lobbyist John Lee Thompson will be securing a number of voter registration applications that will be passed out to Horsemen at RUI, ZIA and the DAA. We need to register to vote and get out the vote this year so that our voices are heard.
