Racing Commission Tentative Agenda for October 29, 2009 Meeting, ZIA Park, Hobbs, NM

Following is tentative agenda for upcoming NMRC meeting to be held in the Turf Club, ZIA Park, Hobbs, NM on October 29, 2009-the Public session of the NMRC meet starts at 10:00 AM:

Anna Fay Davis, Executive Director of the NM Horse Breeders will report on the number of NM Bred races being run per day at DAA and ZIA Park. She will also provide a general report on the horse breeding industry in New Mexico.

On the agenda to be discussed is whether gate approvals can be had at State Licensed training facilities as opposed to just at the racetracks that are presently running.

The hiring of Stewards and the State Vet for Sunland Park is up for action.

Tax relief for smaller racetracks in New Mexico is to be discussed. Presently the casinos at all tracks,  regardless of income level,  pay the same tax to the State of NM.  (26% of net win)  The tribal gaming authorities pay much less to the state than do the racetracks.
 
Track Approval requests:


Sunray Park will request approval of its 2010 stakes schedule (which includes a new stakes- Sunray Park Firecracker Stakes, $75,000 guaranteed, 3 YR OLD, NM Bred, Fillies going 400 yds. set for July 4, 2010;  Nomination blank for Breeder's Futurity, 2 YR Old, NM Bred QH, Purse $75k added, will carry an increased  payment schedule from $1,000 to $1,300; Nomination blank for Four Corners Futurity, 2 Yr Old QH, $75K added, going 400 yds., payment schedule carries proposed increase from $1,000 to $1,300.

Sunray Park November simulcast schedule is on agenda for approval.   The stall app for 2010 is also on agenda.  The stall app and nomination blanks contain language that would allow the track to set an arrival time for a horse to be on the grounds after entered to race and would permit the track to do a pre-race drug test on any horse after it has been entered.  Sunray Park would be responsible for the cost of any pre race drug testing and any legal consequences that may arise as a result of pre race testing.  Current NMRC rules do not penalize a horse that is found positive for any substance on a pre race drug test.

La Mesa Park is scheduled to provide an update on it progress toward the completion of a temporary gaming facility (set for early 2010)and the racetrack/backside (to be completed sometime in late March 2010).

DAA will request approval of the November 2009 simulcast schedule.  (The DAA is planning to stay open for training after November 1st, 2009. Contact Wayne Conwell at 505.266.5555 to sign up for stalls.  Stall rent will be $4.00 per horse per day payable the month in advance..  Rent for stalls will commence on November 15.)

Sunland Park will seek approval for a purse reduction over 2008.  Economic conditions in the Sunland Park/El Paso  area as well as the violence in Juarez, Mexico are in part behind the request for adjustment to the purse schedule.  Sunland Park will also seek approval of the November 2009 simulcast and will seek approval for  the head starter, Mr. Cenobio Saenz (Bolas).

ZIA Park will seek approval of its November simulcast. ****** NOTE THE ABOVE AGENDA ITEMS MAY CHANGE****

THE NMRC MEDICATION AND RULE COMMITTEE WILL MEET BEGINNING AT 1:00 PM ALSO ON OCTOBER 28 AT THE TURF CLUB AT ZIA PARK.  ALL HORSEMEN ARE ENCOURAGED TO ATTEND ALL MEETINGS.
